MAKING THE WORLD A GLOBAL VILLAGE

You are welcome to the official website of our three days event in Washington DC the USA and a follow-up conference in Guinea-Bissau. The American International Refugee Service Agency (AIRSA) in association with the Society of Professional in Dispute Resolution (SPIDR) holds her International Conference on “RIGHT TO ASYLUM," the 7th bi-annual international conference. It is anticipated that this year’s Conference will attract over 3000 participants from different Countries and works of life and some hundred Volunteers.
In one point the 1948 Declaration of Human Rights goes further than what states have been able to agree upon in legally binding international treaties. According to Article 14 of the Declaration, Everyone has the right to seek and enjoy asylum from persecution. The issue of refugees is one of the most pressing human rights problems of our time. The number of refugees is already up to 20 million.
The 1951 UN Convention Relating to the Status of Refugees is meant to offer protection to the persecuted. It presupposes, first and foremost, that a state treats refugees like its own citizens. The Convention does not entail the right to asylum as the Universal Declaration of Human Rights does. It does, however, contain the important prohibition of repatriation which, in fact, offers protection to the persecuted in quite the same way as the prohibition of torture in the human rights conventions does in prohibiting the deportation of an individual to a country where he/she may suffer inhuman treatment.
The realization of protection offered to refugees is, however, a matter to be dealt with in national legislation. In the Finnish legislation on aliens, the prerequisites for granting asylum are defined according to the stipulations in the UN Convention Relating to the Status of Refugees.

AIMS AND OBJECTIVES
The primary objective of these conferences is aimed at making the world a global villege through travel and tours and bridging the gap between races and status (rich and poor) and providing a framework for reintegration of various cultures.

WHO IS A REFUGEE?
A refugee is a person who has fled his or her country of origin because of a well-founded fear of persecution based on race, religion, nationality, political opinion or membership in a particular social group. The United States and Canada receive thousands of refugees every year. Many come with little money and few contacts and soon get integrated and established.
AIRSA involvement in refugee resettlement
The Home Office have developed a quota refugee resettlement program part of the Government's commitment to help develop an effective international protection system. The 2002 White Paper, Secure Borders, Save Haven, signaled the Government's intention to introduce a resettlement program.
The Nationality Immigration and Asylum Act 2002 provides for the development of a resettlement program and that USA, the UK and CANADA has agreed to resettle up to 500 refugees EACH for 2003/4 program calendar.

PARTICIPATION QUOTA
Because of participation quotas we approve only two groups from any selected country whose participants shall not exceed fifteen (15) candidates to the conferences. It is expected that participants shall be in both venues of the conference for seven (7) days in a maximum. It is estimated that the expenditure of participants to the conference will be less than 20% of the overall expenditure as their welfare, visas and tickets to both venues of the conference are all provided for them. Participants shall visit places of interest in both venues of the conference after each conference and will be advised accordinginly a day before the tours.

VISAS AND TICKETS
We shall provide free tickets and visas assistance to all invited participants who can afford to pay their accommodation for the last conference in Africa. We are gratified that at a time when the United States' proud and historic commitment to funding refugee protection is vanishing, members of the House of Representatives have come together to reassert U.S. leadership on behalf of refugees. In a letter urging their fellow representatives to join the forum, the four co-sponsors said that the Caucus will be dedicated to affirming the United States' leadership and commitment to the protection, humanitarian needs, and compassionate treatment of refugees and persons in refugee-like circumstances throughout the world.

Participants are expected to submit their names and pasport numbers in group as soon as they accept to join the conferences. Note that registration for our forth-coming conferences is free. You are advised to apply to Dr. Loran MacDonald for registration forms and visas award when your accommodation is confirmed for the concluding conference in Africa. You will fill in the necessary information on the registration form and submit to our administrative secretariat in Washington DC along with your reservation and the completed reservation form that will be given to you by the management of the named hotel as you apply for reservation. Ensure you make your hotel reservations for the closing session in Guinea Bissau, as it is one of the criteria qualifying your participation and ensures your security in that country. Collection and submition of all forms will close on the 15th of December, 2003 and any group approved but have not obtained their visas by that date should endeavour to contact the Our Legal representatives infoairsa@xpatmail.com. Participants that had their dates postpond and others that missed theirs will clearly state so.

REQUIREMENT
Group registration of five (5) to … seeking for participation
Must have reached at least 18 years of age by December 2003
Will submit a recent passport photograph for all forms
Fill the US and Africa Conference Registration form
US non-immigrant visas form and Consulor Forms for Guine Bissau.
Submit satisfied receipt for accommodation for the last conference in Africa
Our registration deadline is the 15th of December 2003. You are expected to submit your completed registration form and a hotel reservation confirmation receipt showing that you have fully booked for your reservation in Guinea-Bissau on or before the registration deadline. While many bear witness to the horrors of our world's violence and refugee crises, there are many thousands of untold stories of the lives that are touched — every day of the year — because of the work of AIRSA and our partners in the U.S.
Every year AIRSA develops and manages education and assistance programs that help refugees resettle in the U.S. These programs help refugees recover from past trauma, gain personal independence and economic self-sufficiency, become contributing members of their new communities, and able participants in all aspects of American life.
Our Event/Conference is free, participation is solely based on invitation, as an invitee, you must partake in both the opening session in United States which commences on the Wednesday 7th –Friday 9th of January 2004 and the closing session in Guinea Bissau Tuesday 13th-14th of January, 2004.

GENERAL INFORMATION
All applicants must apply in a group of five or more from any invited country. Unlike last two years program the AIRSA will provide accommodation for all participants in Washington DC. while all participants are advised to make their hotel reservation in Guinea-Bissau. A copy of your confirmed accommodation should be faxed to our administrative secretariat in Washington DC for record purposes.
