Dr.Kamalakar sai,is born in a family of teachers.Son of late Y.Ramamoorthy,an elementary schoolteacher,and Smt Mahalakshmamma,he is the youngest after three sisters.his sisters were Sarada,Vasundhara and Vijayakumari,of the last one was a teacher, who educated him.
His academic career was as a student of R.V.M High School Venkatagiri, in Nellore dt.
He is active in Politics too. He is a P.C.C member of the Indian National Congress Party.
